In the 1970s, in a city called Bay City, there were two police partners, Ken Hatch, Hutchinson, and Dave Straski. Both policemen face the toughest issues from their boss, Captain Dubby, who always puts them in a very difficult predicament. In the end, both find themselves in the same criminal cases on the street from a murder to a drug dealer. On the other hand, the incompetent police fail to capture Feldman, while planning to plan the largest drug smuggling operation.
