An action film begins when oil is found in a small town, which follows local factory shut down, violent crime skyrockets. A young man has had enough and calls in his older brother, a cynical Vietnam vet, who cleans the streets but then tries to take over the town.
Considering its eye-catching cast and a workable premise, this ranks as a real disappointment, with writer-director George Armitage content to churn out drive-in yahoo fare rather than craft anything with any sort of staying power.
