Black Satan, a secret organization plotting to conquer Japan, begins its activities. Shigeru Shiro, whose best friend was killed by Black Satan, undergoes remodeling surgery and becomes Kamen Rider Stronger in order to avenge his enemy. Jo Shigeru, along with Yuriko Misaki, also known as Radio Human Tackle, and Tobei Tachibana, fight against the Delzer Corps led by Black Satan and General Shadow.
