The film revolves around Chun, a corrupt police inspector, who is believed by the British authorities to be a corrupt person, but who can infiltrate his inner circle. Along the way, Chun deals with Da Gang leader, anti-Manchu revolutionaries, and some fugitive pirates, who are always loyal to him.
Refusing to settle down to focus on its intriguing central story, filmmaker Greg Francis whirls around through a series of whizzy flashbacks that layer in all kinds of subtext and interest.
