Nakamura is a vice admiral who, as a lieutenant, served aboard the USS Reliant with then-ensign Jean-Luc Picard. He objected to snap inspections back then, but nevertheless visits the USS Enterprise-D to perform one around 2365. He is also part of the decision over whether Commander Bruce Maddox should be allowed to disassemble Data and study him.
