Franco is an older officer -- later promoted to sergeant -- who works for the Portland police department alongside detectives Nick Burkhardt and Hank Griffin, Sergeant Wu, and Captain Sean Renard. Like Wu, he works mostly in support of his colleagues, taking a secondary or tertiary role in investigations led by others.
