History: Born an identical twin in San Francisco, California. Frances is a cum laude honors graduate with a B.A. in Dance/ Physical education from San Francisco State University. While training with the Oakland Ballet Academy and Modern dance teachers, She performed and choreographed in two Bay Area dance companies. She began studying acting in S.F. where she got her start in commercials and modeling with her twin sister Mae Welter. Arriving in Los Angeles in 1980 she continued to dance in films/TV such as Pennies from Heaven, Can't stop the music, Fantasy island and Love boat. She has appeared on, Stage, in T.V., Film, Commercials and Print. Her National credits include Television.
