It is 1991 and South Africa is in the process of transforming from an apartheid regime to a democracy. The economy needs whatever stimulation it can get. The Japanese government expresses an interest in investing in South Africa but wants evidence that apartheid really is dead, and that South Africans are becoming integrated.
