The story of the film is about fighting crime, all under the leadership of a man called Hwang. The band avoids arresting criminals and focuses exclusively on tracking them to collect information. One day a bank is stolen and only one of the seven criminals is captured on camera. In response, Hwang Wah and six other officers spent several weeks roaming the streets of the city, marking people who match the physical description of the crime. When they finally found him they put cameras outside his apartment.
