Despite seamy, well-chosen locations, Mr. Gooding is way too heavy-handed in his scoring and visual choices. But the movie deserves credit for its untempered nastiness.
[Gooding Jr.] had some nifty New Orleans locations and a cast that includes Richard Dreyfuss, Famke Janssen and Katharine McPhee - as well as himself. But the movie's still a mess.
