The character Col. Felix Cortez is clearly a corrupted Colonel from the Colombian Military who is either in charge of Military Intelligence and/or retired from active service to work full time for the Cocaine trafficking drug lord of Colombia in the movie Clear and Present Danger . He is on the payroll to keep the primary cartel well informed on events or the activities of persons of interest to the cartel. In the movie, it seems he is angling to arrange wars to eliminate the rival cartels as well as his own boss so he can take over the reins of largest and only remaining cartel so he can be in charge of the resulting monopoly in the cocaine trafficking business from Colombia to North America.
